Does This Change an Engagement Already Under Way?
Not the delivery. Your portal is your account rather than a workspace we own, so a change to our name does not move your data, revoke your users or touch your integrations, and the same people hold the same seats in it.
Where the data physically sits does not move either, and it is worth knowing why, because residency is settled in the compliance review rather than by whose name is on the letterhead. A portal's data hosting region is assigned by IP geolocation at signup rather than chosen in the contract, and there are five of them: US East, US West, Canada, Australia and the EU in Germany. None is in the UAE or Saudi Arabia, so the residency answer for a portal here is which of those five holds it. For a portal bought from this region that answer is usually already settled: signups from the Middle East and Africa have defaulted to the EU region since 19 July 2021, and HubSpot offers a move to another regional data centre only out of its US East data centre, and only where the data is already hosted in the United States. An EU-assigned portal therefore stays in the EU, which is why residency is something to answer in the compliance review rather than something to relocate afterwards. The setting belongs to the portal, and renaming an agency does not reach it.
The paperwork is the part an announcement cannot settle for you, and it matters more here than it would in a simple change of name, because the entity named on a Scitecs agreement is a predecessor rather than a firm still trading under its own name. That is a question for your counsel and ours, not for a blog post. If you hold an agreement signed with Scitecs, ask us to confirm the contracting entity in writing and put that answer in your vendor record rather than inferring it from this page.
Ask it precisely, because in the UAE the answer decides which regime the engagement sits under. A company registered inside the DIFC answers to DIFC Data Protection Law No. 5 of 2020, and one inside ADGM to the ADGM Data Protection Regulations 2021. Both are separate regimes from the federal UAE personal data protection law, and which one applies follows from where the entity on the contract is registered, which is stated on its trade licence.
That matters more here than a name change usually does. A supplier's legal name is one of the things a regional compliance and procurement review checks for itself, and that review drops a shortlisted vendor rather than sending it back for corrected paperwork, so a gap between the name on your agreement and the name on our trade licence is worth closing in writing before someone else finds it. It also does not land on one person: Gartner's 2025 B2B buyer survey, a global finding rather than a regional one, found technology buying groups now range from 5 to 16 people across as many as four functions. The legal and compliance seat in that group is the one that notices a renamed supplier first, and answering it in writing is quicker than answering it again under review.

Be precise about what that means, because the difference is the kind a procurement reviewer will ask about: the UAE is where the entity is registered and where our Ras Al Khaimah office is, and we are on site there often, but the delivery bench itself sits in Cairo and in Canada rather than being staffed there full time. Diamond is the tier, not a description: it is what a procurement reviewer can verify independently, which is the only kind of credential worth putting in an announcement.
In the launch announcement, linked in this post's sources, I put the case in terms of access: that organizations across the Middle East and North Africa should be able to grow confidently from here, reaching not only the highest level of HubSpot partnership but global best practice and direct connections to North American markets.
David Ward, CEO of Meticulosity, made the Canadian half of the case in the same announcement, and made it about intent: launching in the UAE was a deliberate move to put the entity inside the region's digital economy, positioning it to serve MENA organizations from within the region rather than at a distance.
What Building for This Region Actually Changes
Four things, none of which is a matter of tone.
The working week is a configuration decision, not a preference. Workflows are a Professional and Enterprise capability rather than a universal one, and where they exist the execution window is set per workflow, by day of week and time, against the account's own time zone. One portal cannot hold a Sunday to Thursday week for a Riyadh team and the UAE public sector's Monday to Friday week at the same time, so that split has to live in separate workflows or in branch logic, and it has to be decided before the automation is built rather than patched after the first Sunday nobody's tasks fired. Two details decide whether the window behaves: it governs actions after enrollment rather than enrollment itself, and an account with no time zone set falls back to EST, which quietly puts every Gulf send hours out.
The budget year is not one year. Egypt's fiscal year runs July to June while the Saudi and UAE federal budget years run January to December, so a single regional campaign calendar pitches Egyptian public-sector sponsors in the wrong quarter. The budget conversation gets scheduled per market rather than per region.
Arabic-first is a build decision taken early or paid for twice. There is little competition for the attention: Arabic is the content language of just 0.6% of the websites whose language W3Techs tracks. Building for it is more specific than switching a language setting. Right-to-left layout comes from the dir attribute in the theme's base template, not from the page's language setting, so a page can be correctly tagged Arabic in a multi-language page group and still lay out left to right. That is the defect a reviewer who does not read Arabic will sign off on.
Bilingual sending is one subscription decision, and it has to be taken early. The tidy build is a single subscription type carrying both the Arabic and the English send, and it is the wrong one: an unsubscribe from either stops both, so a contact who wanted out of the Arabic newsletter takes the English programme with them. Splitting is supported directly, since a subscription type carries its own Language field, but it does not work as a repair. On an EU-hosted portal, which is how signups from this region are provisioned, a newly created subscription type starts every existing contact at Not specified, a state in which they cannot be emailed at all until explicit consent is obtained. Split after launch and you have not divided an audience, you have built a second one nobody may be sent on. Types can be archived but not merged or deleted either, so the decision belongs before the first bilingual send rather than after the first complaint.
Why This Entity, and Why Now
Because the regional spend is arriving faster than the delivery capacity for it. Gartner forecast total IT spending across the Middle East and North Africa reaching $169 billion in 2026, an 8.9% increase over 2025, as reported by Economy Middle East. That is not a shortage of vendors. It is a shortage of partners who can answer a residency question, an Arabic requirement and an integration question in the same proposal.
