Ten questions to put to a HubSpot agency in Dubai, and what a good answer sounds like on Arabic delivery, data residency, imports and the compliance review.

The right HubSpot agency is the one whose answers survive your procurement and compliance review, not the one with the best deck. Choosing a partner is not a single person's decision. Every question below is written so its answer survives that review.

What is a HubSpot Solutions Partner?

A HubSpot Solutions Partner is an agency certified by HubSpot against its own delivery standards and tiered accordingly. Partners typically cover onboarding, Inbound Marketing strategy, content, website design and development on Content Hub, sales enablement, marketing automation, and reporting against the B2B marketing KPIs worth tracking.

Tier is a filter, not a decision. It tells you an agency has delivery volume and certifications behind it, not whether anyone on the team has built an Arabic page or answered a data-residency question for an ADGM-registered entity. We hold Diamond Solutions Partner status, held by fewer than 3% of HubSpot partners worldwide, and it is still the least useful thing on this page for choosing between us and anyone else. HubSpot's own partner directory is a starting list, not a shortlist. The questions are what narrow it.

Ten questions to ask a HubSpot agency in Dubai

1. What are we actually deciding, and who has to approve it?

Before diving into your search, take a step back and identify your business goals. Do you need help building a new website? Streamlining your sales funnel? Implementing a B2B Inbound Marketing strategy? Those answers point you at the right expertise.

Then name the seats: the economic buyer owns total cost of ownership, the technical buyer owns architecture, the influencer is usually IT, legal or compliance, and the blocker raises risk objections whether or not you invited them. Timelines follow from that room, not from the software: roughly four to six weeks for a simple CRM purchase, three to four months for mid-market CRM with customisation, six to nine for an enterprise RevOps programme. An agency that proposes a schedule without asking which of those you are in has not met your procurement function.

2. Show me the closest thing you have built to this, in my sector

A strong portfolio showcases an agency's capabilities, so look for case studies that demonstrate their success in achieving results similar to your goals. Inbound Marketing principles are universal, but the pressures are not: a real-estate developer running two sales offices, a bank inside a financial free zone and a ministry running a citizen service desk are three different data models. Ask to be walked through a live portal rather than a slide, and ask who built it. A partner who has worked in your sector shows you objects and reports. One who has not shows you logos.

3. How do you make a page render right to left?

This is the fastest way to find out whether anyone on the team has actually built an Arabic site. Right to left comes from the dir attribute in the theme's base template, not from the page's language setting. Selecting Arabic in a multi-language page group changes the language tag and the language switcher and leaves the layout running left to right, so a page can be correctly tagged Arabic and still be laid out backwards. If the answer is "we set the page language to Arabic", they have not done it.

Two follow-ups separate the rest. Ask what happens to an existing theme: a mirrored left-to-right theme breaks wherever left and right are hardcoded, in icon padding, field alignment, breadcrumb chevrons and anything absolutely positioned, and logical properties such as margin-inline-start and padding-inline-end are what let one theme serve both directions instead of two drifting apart release by release. Then ask who signs off the rendering: Latin text and digits inside an Arabic sentence are bidirectionally neutral, so a phone number at the end of an Arabic line lands in the wrong position unless it is isolated, and that defect is invisible to a reviewer who does not read Arabic.

None of this is a nice-to-have. Our own research on MENA CRM buyers finds 64% need right-to-left formatting before they will treat a platform as usable, so an agency answering this question loosely is guessing about most of the people who will have to work in what it builds. There is also very little finished RTL work to lean on: Arabic is the content language of just 0.6% of the websites whose language W3Techs tracks. Don't take an agency's word that they have built one: ask to see it, which is why Arabic and RTL delivery belongs in your selection criteria rather than in a change request later.

4. Which data protection regime applies to our licence?

A good answer starts by asking to see your trade licence. A Dubai company registered inside the DIFC answers to DIFC Data Protection Law No. 5 of 2020, and one inside ADGM to the ADGM Data Protection Regulations 2021. Those are separate regimes from the federal UAE personal data protection law, so where you are registered changes which residency answer is the correct one for you.

Then ask what HubSpot itself does with the data, because the legal regime and the physical hosting location are two different questions. HubSpot's regional data centers are US East, US West, Canada, Australia and the EU in Germany, so there is no in-region hosting for the UAE or Saudi Arabia, and no agency can promise to keep your data physically inside the country. The region is set by IP geolocation at signup, and signups from the Middle East and Africa have defaulted to the EU region since 19 July 2021. Do not accept an answer that parks this as something to move later. HubSpot offers a move to another regional data center only out of its US East data center, and only where the data is already hosted in the United States, so a portal bought here is in the region it was given and stays there. The honest answer names that region, says plainly that it is not going to change, and takes the residency question into the compliance review rather than deflecting it.

Ask it before the demo, not after. That review is the one point in your own process where a candidate is dropped rather than rescheduled, so an answer that only arrives under review does not delay your evaluation, it shortens your list. An agency that answers with a line about taking security seriously is telling you it has not been asked before.

5. What will your import do to the records we already have?

Ask this in terms of the associations, not the mapping. Contact imports deduplicate on Record ID first, then email address; company imports on Record ID, then domain name. The failure a Gulf holding company actually hits is not the one most people brace for: subsidiaries sharing a parent domain are not merged into one record, and subdomains create separate company records again. What goes wrong is quieter. Where several companies hold the same domain value, contacts whose email carries that domain are automatically associated with only one of them, and HubSpot gives no way to choose which, so an import can attach an entire subsidiary's contacts to the wrong entity and leave the repair to somebody working by hand afterwards. Where records genuinely are merged, the position is harder rather than softer: a merge cannot be unmerged at all. Ask which of the two the agency expects, and who is fixing the associations.

Then ask how the name columns are mapped. Arabic personal names do not split reliably on the first space: multi-part given names and the bin and bint elements mean a legacy full-name column mapped straight into First name and Last name mislabels a large share of a Gulf list, and the error is invisible to a reviewer working in English. 6. How will you run two working weeks and a calendar that moves?

Ask what happens in the portal, because this is where good intentions meet a setting, and check the tier first: workflows need a Professional or Enterprise subscription, so on a Starter portal there is no execution window to argue about. Where there is one, it is set per workflow, by day of week and time, against one account-level time zone. One portal cannot hold a Sunday to Thursday week for a Riyadh team and the UAE public sector's Monday to Friday week at once; that split lives in separate workflows or in branch logic, and it is decided before the automation is built rather than patched around afterwards. Two follow-ups tell you whether the agency has run it: the window governs actions and not enrolment, so records still enrol on a Friday and queue, and an account with no time zone set defaults to EST, which puts every Gulf send hours out with nothing raising an error.

The calendar is the second half. Eid dates are confirmed by moon sighting and commonly announced only days in advance, so the working days of a launch week are unknown when the quarter's plan is signed, and a plan that survives names which sends move with the announcement and which are fixed. The Hijri year is also about eleven days shorter than the Gregorian one, so a calendar reused from last year drifts by more than a working fortnight within two cycles: enough to move a launch into the last ten days of Ramadan without anyone deciding to.

7. What will you report, and where will it live?

Many agencies operate as task shops. They simply do the work and don't offer reporting to go along with it. Choose a partner that can demonstrate how it will track and report your progress toward your business goals.

Then ask where the compliance review shows up in that reporting. HubSpot models lead status as a sub-stage of the Sales Qualified Lead lifecycle stage rather than a peer of the funnel, and the lifecycle property only moves forward: no HubSpot tool can set it to an earlier stage, and the value has to be cleared manually or by a workflow before anything can reset it. A deal that fails the review therefore cannot be walked back down the lifecycle, which is why the review stage belongs in lead status, where it moves in both directions and where nothing documented resets it when lifecycle moves. A funnel that ends at SQL cannot see that stage at all.

If you sell to a committee, add one more. Ask which objects the portal is licensed to score, because lead scoring needs Marketing Hub or Sales Hub Professional or Enterprise, and inside that contacts are scorable on Marketing Hub only and deals on Sales Hub only. Then ask how the committee gets scored rather than the individual. HubSpot builds a company engagement score from the associated contacts' own activity, and a Sum rollup aggregates a number property across associated records, so an agency reaching for a custom workflow to add up contact scores is rebuilding something the platform already does.

8. Who is on the bench, and where do they sit?

You will be working closely with your agency partner, so cultural fit matters, and your needs will evolve: there may come a time when you bring Inbound Marketing in-house, and a good partner sets you up to do that rather than making it difficult. But ask for names and locations rather than a headcount. The people who run your committee sessions and the people who configure the portal are rarely the same people, and you are entitled to know both. Ask every agency on your list for the same sentence; where it cannot be given plainly, ask who else is in the delivery chain.

9. What does the scope leave out?

Not all businesses are created equal, and the best partners tailor a programme to your needs rather than selling a one-size-fits-all approach. Cost matters, but it should not be the sole deciding factor: choose a partner that understands your goals and can articulate how its work moves you toward them.

The most revealing form of this question is about dependencies. WhatsApp catches people out on eligibility before effort: the channel needs Marketing Hub or Service Hub Professional or Enterprise plus a connected WhatsApp Business account, so an agency that puts it in scope without first naming your subscription has not checked. Messaging a customer outside the 24 hour window they opened requires an approved template, and templates are authored in Meta's WhatsApp Business Account Manager and synced into HubSpot rather than written in HubSpot, so it is Meta's review that sits on your schedule. An approved template still cannot run in a workflow until it is published for automation, and the account ceiling is 1,000 template messages a month. The template library is a launch dependency rather than a phase-two item. An agency that has shipped it says all of that unprompted; one that has not puts WhatsApp on the roadmap slide.

10. Then run the discovery call on the other nine

Many agencies offer a free consultation. Use it to discuss your project in detail, get a feel for their approach, and close out training. Does the agency offer ongoing support so your team can run campaigns independently, or would you rather hand the work over entirely? There is no right or wrong: it is whatever works best for your business. Ask which language the training runs in and which interface it runs on, because for a bilingual team those are two separate answers.
